Small rope, use a hot-knife. Looks like a soldering iron with an Xacto knife instead of a solder-tip. Back in the stone age, we actually made them, but it was hard to get the knife-blade to stay in the slot in the solder-iron heater. You can buy them in any good hardware store now.
Medium rope: won't the large Weller solder gun do the deed?
Big rope: I guess you use a short strong iron wire, firmly mounted, with fat wires to a very low-voltage high-current power supply. Type of power AC or DC is not critical, but you may be looking at 1V 200A, which is not any standard item, or not for audio-heads like us. Maybe there is a rope-cutter or sailors' forum or website with tested ideas and plans?
