Lola Mic Pre build help: Meter PCB LEDs always on

I have (nearly) finished my build of the Lola Mic Pre, and while—aside from a little sloppiness in the alignment of the sockets for the opamps—most everything seems to be operating correctly...

Except that the LEDs on the Meter PCB are always on. I can verify this when installed on the Lola itself, as well as by powering it when removed from the main Lola board from my DC supply directly to the power pins on the ribbon connector (so it's not something on the Lola itself it seems).

I have used magnifying loupes and bright light sources and looked over every solder joint and do not see anything shorted/bridged. I have used LCR tester (with pin probes) to check the caps and resistors and all appears ok. The LEDs all test ok using a Peak Atlas DCA75.

I'm not sure what else to check. I'd appreciate any hints as to what to check next.
