I would first check capsule. If no signal is coming out, there's a chance that the capsule is dead.

How exactly would a busted capsule lead to a higher-than-normal anode supply? Anode supply (B+), not anode voltage.

Measure voltage at the R12/R13 junction, both sides of R10, both sides of R14. Your DVM will load the circuit at the junction of R12/R13 and measure a few volts low.
