As someone succeeded to exploit VirusTotal's website to penetrate all the AV vendor's servers behind it, I wouldn't get my hopes up.

Since you didn't even bother to provide a link, I googled a bit. Seems to be made by Smart PC Tools and most users are in Germany, according to Softonic.

It's definitely dodgy. It isn't even listed on their site. No company details, all their products are in the "clean your PC" category. And we all know where that leads to.
