Valve/Tube Safety & Bleeder resistors

maybe I just juse something like 100K for HT and 5-10K for heaters.

I don't use bleeder Rs for heaters. The heaters themselves are bleeder Rs. 

Upon turning off the equipment, the valves will conduct (and high voltage will drop) until the heater voltage drops enough for them not to conduct anymore.  Once the heater voltage drops and they stop conducting, if there is charge left in the high voltage caps (there usually is) it has nowhere to go.
