It would be wise to take a resistance measurement on R input, since I've had modules before now (One was a Harrison 32 module :grin: ) which had wrong resistor values fitted. The gain was WAY off as a result...
If they all have the same R, that will tell you what's probably right.
See what the V/dB attenuation rate is (irrespective of unity voltage), and if it agrees with the other VCA. That would also be informative...
Oh yes... Make sure that R7, R8 and R9 read the correct value... they look like they can massively affect the db/V control rate/law...
