weird psu->ZTX650 equivalent??

I've got broken BSS opal DPR422,  everything seems to work, but unit is stuck on "bypass-mode".
While opening this up and checking that psu is ok,  measured voltages on pcb test points +/-15V and 2x~20v ac(these were good)
weird thing is that only regulators I could find are 7805 and 7915 :eek:
is it even possible to get those voltages out of them(some weird ground ref. etc) or should I look for hidden smt/to92/regulators.

ok, bit tracing and looks like 7805 has ground reference thru voltage divider, that explains +/-15V
power to relays goes thru ztx650 what could be broken..
 
I need to find replacement for ZTX650;

Can I use any silicon NPN to92, with Vcbo=60V, Vceo=45V and Ic2=A (or higher) or should I also look at other parameters?
Since this part has died I'm tempted to put something bigger in it's place...
