You say high-frequency noise, not 50/60 Hz. Looking at the circuit I think you might have an unstable regulator, they need rather more decoupling than you have with short leads on both input and output to the setting pin. I assume you don't have an oscilloscope, so try an extra 10uF low ESR capacitor on each end of each regulator. If it is 50/60 Hz (I don't know where you are) the DC voltage into the regulators may be too low, It should be about 55-60V DC. I am concerned because your circuit has 50V capacitors! In fact 44.6 from the transformer is too low as well, the winding should be 48-0-48V RMS but you will probably get away with that, assuming you have 44-0-44 volts (which you should check!).
