So today's story goes like this (SSLtech ain't the only one that can tell stories dammit!)...

Chae (my very cool boss) bought his nephew that just moved here from Germany a playstation 2 because the little guy's PS2 got broken in transit. Come to find out that the little man can't play his Region 3 PS2 games on the newly bought Region1 (US) designated PS2. So, lest his money go to waste, Chae got a mod chip to modify the PS2 to fix the region block (NOT to try to play pirated games, which is usually what these chips are used for).

So today I see Chae walking around with a PS2 under his arm. Naturally I followed hoping to play a few games, only to find out the above story. Nevertheless, seeing the inside of a PS2 sounded interesting so I stuck around. INSANITY. HOW the makers of that mod chip expect the average PS2 user to install it is just beyond me. Pictures really don't do it justice. Besides the microscopic SMDs, quite a few of the wires have to be soldered directly to several legs of those tiny tiny tiny, million legged beasts of a chip. A few hours later, came back to a much grumpier Chae leaning over this...

The difficulty of installation might be about the only thing keeping Sony from going after the mod chip makers with attack lawyers. Frankly, I'm surprised you can still get those, even though (like you pointed out) there are legit uses.

EDIT: Oh, I almost forgot: DOWN WITH REGION CODING!
