At a high level: he's continually mixes up the distinction between a receipt deadline and a submission deadline. To illustrate: he makes a crazy analogy to the IRS and submitting your taxes, and glosses over the fact that submitting your return to the IRS is a submission deadline, and they will process your return regardless of when it arrives (the very argument he says is wrong in his concurrence).
