Why don't you just resolder everything?
You should at least resolder the tube sockets and any large heavy component just because you are in there already, that's par for the course for me.

Resoldering everything will take you what, 10 minutes?
I would say tube sockets are mandatory resolder after going this far.

One thing you might check is that every resistor connected to pins 1 & 6 of each pre-amp socket is intact.
These are the Anode resistors for each side of each valve.
These do for whatever reason sometimes fail open circuit (sometimes a faulty pre-amp valve) and the result is an often an unusally quiet amp.
Nada, no hiss, nothing.

Yes, most all if not all Peavey amps have these caps across the line voltage. First thing I do when one of these amps comes in is remove those two caps you took a pic of. Because these amps have a grounded plug (3 prong) those two cPs don't serve a purpose. TAKE THEM OUT! Lol

This is from another forum apparently remove these caps and replace with nothing? Not sure if I'll be doing that? Unless someone who understands this a bit more also thinks it's a good idea?
One of the purposes of those caps is to help correct the power factor of the amplifier's power supply. Another purpose is to help reduce any high frequency signals or clicks and pops from the AC supply line from entering the signal chain and contributing noise to the amplifier. Leave them in the circuit or replace them if you think they have gone bad.
