Western Electric Passive EQ

Hello friends,

We have a vintage Western Electric Passive EQ that needs refurbishing. This will accompany our RCA Passive EQ for educational purposes. We have no real insight into EQ design so this is our starting point. Any lessons or thoughts we apprecate.

I would expect it to be for equalizing long phone lines which lose treble with distance, so varying amounts of resonant treble peak filter with everything else dropping off. The box with a ton of taps is possibly a resistor bank for selecting the needed value for a fixed installation.
