On a scale of 1 to 10, his safety hazard is actually pretty low, especially since he's turned off one of the breakers. It'd be better if he pulled the cover and disconnected it, put a wire nut on it, and left a note for the next guy in there. The biggest safety hazard is to the poor unsuspecting next electrician in who like Joel, probably wouldn't be expecting a back feed. Those thang surprise you every time. You get accustomed to seeing correct wiring, 1 live set in, & a bunch of smaller protected sets out. As a professional, I'd fix it properly. It's bad juju not to. Is it worth losing sleep over, or pissing off the landlord? Probably not. A bed pushed up against a lamp cord is 1000 times greater fire hazard.
