I would take out the relays and test them one by one.

Here is an idea. If you can find the short only when it's powerde up, I would take out the relay and connect directly like on the picture.
If there is tsill a short, then ICs would be involved.
Check all the solders of every ICs, and then check the ICs.
If there is no short, then Relay is involved.
Do you have that on both channels ?
If so, I would suspect a human error.
